Player Blocking
Allows players to block/unblock other annoying players to stop seeing their messages
Usage
/block <player>: Blocks the target player. The user will not see any messages from this target player./unblock <player>: Unblocks the target player. The user will be able to see messages from the target player.

This release changes a few things:
- Code optimisation
- Data structure changed (this means that the old JSON data is invalid and is pointless to keep. Its a good idea to discard of it).
- Store data on each block/unblock instead of on shutdown (was unreliable and caused data to be lost on crashes)
