The digging was a hardcoded leftover from when the mod basically only supported Minetest Game. I changed that and made a new release. The additional ladders in Mineclonia should now behave like the default ladder. Some groups are left out, but the material and digging groups are identical now, resulting in same digging speed in creative and survival gameplay as the default ladder.
Just update to the latest release.
For the using the ladders in water: No, not within the scope of this mod. The default ladder of Mineclonia also creates an air bubble (like all other nodes I tested). The feature you described is called waterlogging or more generally liquidlogging. There are workarounds for underwater plants and other features in some games, but it needs to be an engine feature when done properly.

How does Mineclonia do it? They have plants there. Now I'm wondering, whether you could do it similar to them. No, I don't want to open pandoras box, but just wondering. I haven't seen the code for doing that, so I don't know how complicated that might be.
For plants it’s “possible” by Luanti having a limited workaround implemented which works specificially and only for plant-like nodes. But this is by far not a good implementation, but with the pace and work regarding liquidlogging it is the best we can have.
So, sorry … No underwater ladders in the foreseeable future 🙂
