Sadly, the so-called "Chest with Everything" excludes items in the not_in_creative_inventory=1 group (unlike in DevTest), therefore this mod is basically just a clone of the Creative Inventory found in many games. That's not really an improvement.
For development purposes, it's better to really show all things, even the "forbidden ones" so it's easier to test how they behave.
If you're worried about security, only allow players with the 'give' priv to take items.
See wuzzy. He already said not_in_creative_inventory items are kept exception so that the mod can be accesed in survival mode hence not letting players grief the world with annoying things.
Wuzzy, theres no need to negatively reiew this, it is what it is. but why don't you make another mod “chest_with_everything_else” which only has items not in creative inventory?

This is a valid review because the expectation is not entirely unreasonable that everything actually means everything.
