I'm glad to see you've been playing through the mod! You're observations are mostly correct. Currently there are only three legendary monsters and they are around level 70.
There really isn't an end game in the Zoonami mod yet. The only real goal at the moment is to collect all of the monsters. I put together a list a few years ago about some of the final things I would like to include in the mod, but only if I had time. So far, I haven't had much time. In regards to game progression, I'd really like there to be tournaments against NPCs. The tournaments would utilize the PVP battle rules to ensure both teams are equal levels. Each tournament would unclock the next which would have a higher max level and more trainers to defeat. This would give the player a clear end goal and a reason to keep leveling up and finding new monsters.

Generally speaking, all the documention is provided inside the game. While monsters are not explictly categorized, there are two things in the Monster Journal that will help you understand how rare a monster is. The first stat is the the "spawn chance." The spawn chance can be common, uncommon, rare, mythical, and legendary. Additionally, each monster has a "tier" stat. This ranges from 1 being the strongest monsters in the game to 5 being the weakest. The tier really only matters when configuring battle rules to limit what monsters are allowed in battles, but it can still be useful to understand how stong a monster is.
Of course, in order to see a monster in the Monster Journal, you have to tame it first. So for the legendaries, it might be helpful to have some hints as to where they can be found in general. I'll have to think on how I could maybe include some hints in the game as to where to find these monsters. But for now, I'll include some hints below if you'd like them.
One legendary spawns in water near shorelines. Another spawns on stone on the surface at night. Another spawns deep underground in caves.
